B1 Model Answer (Essay): In my opinion, my city is generally a safe place, but there are some problems with small crimes. For example, there are many pickpockets in the city center where the tourists are.
First, I think we need more police officers on the streets. If people see the police, they feel safer and criminals are afraid to steal. Second, the government should put more cameras in public parks.
In my view, some punishments are too light. For instance, if someone steals a phone, they should pay a big fine. In conclusion, my city is good, but we must improve security to protect everyone.

B2 Model Answer (Essay): The purpose of the justice system is a topic of constant debate. While some people believe that criminals should be severely punished, others argue that rehabilitation is the only way to reduce crime in the long term.
On the one hand, prisons should provide education and psychological support. If offenders learn a trade or a profession while they are in jail, they will be able to find a job after they are released. Consequently, they are less likely to commit another crime.
On the other hand, many citizens feel that strict sentences are necessary to deter people from breaking the law. For example, for serious crimes, a long prison sentence is seen as a matter of justice for the victims.
In my opinion, a balance is needed. For minor offenses, such as shoplifting, community service might be more effective than prison. However, for dangerous criminals, security must be the priority.
To conclude, if we want a safer society, we should invest more in social programs to prevent crime instead of only focusing on punishment.
